“There was a general sense that you would have to meet a strong regulatory burden if you wanted to open a business, which restricted investment in those areas,” Orazem said.
At the time, 45 percent of U.S. gross domestic product was driven by the small business sector.
“If you wanted open a business in Ames back then, there was a strong regulatory burden so that tended to restrict investment,” said Orazem.
