Harl has mounted a nation-wide effort to reverse the action taken by Congress in the Bipartisan Budget Act of 2015 involving a statute passed in 1982 to simplify income tax reporting for farmers, ranchers and other small businesses operating as partnerships. Referred to as the "small partnership" exception, it was passed at a time when Congress was toughening up the rules to curb tax sheltering. It represented the most visible and beneficial effort at tax simplification in decades.
