Narrative:

Neil E. Harl is Charles F. Curtiss Distinguished Professor in Agriculture and Professor of Economics at Iowa State University. He received a Bachelor of Science degree from Iowa State in 1955, a Juris Doctor (law) from The University of Iowa in 1961, and a Ph.D. in economics from Iowa State University in 1965.

Dr. Harl is Director of the Center for International Agricultural Finance that conducts educational programs for individuals from Central and Eastern Europe, the Commonwealth of Independent States and the Baltics. The Center has conducted Schools of Agricultural Banking, Credit and Finance in the U.S. since 1990 for Central and Eastern Europe and the former Soviet Union. Under his direction, two-week schools have been conducted abroad in Latvia (2), Estonia (2), Czechoslovakia, Albania, Lithuania, Russia and Ukraine (3). Harl has also lectured in The Peoples Republic of China, Australia, England, Kazakhstan, Kyrgyzstan, and Venezuela. He has also led task forces to the Czech Republic (2), Slovakia and Ukraine advising central governments.

His main areas of interest include organization of the farm firm, taxation, estate planning and legal and
economic aspects of farm finance. Dr. Harl is author or co-author of more than 350 publications in legal and economic journals and bulletins and more than 750 in various farm and financial publications. He has spoken widely on debtor-creditor relations, estate planning and organization of the farm business with over 2,800 speaking appearances in 42 states. He is the author of 13 editions of Farm Estate and Business Planning; author of the 15-volume technical treatise Agricultural Law, published by Matthew Bender and Co. and Agricultural Law Manual, published by Agricultural Law Press; co-author of Farmland; and author of Legal and Tax Guide for Agricultural Lenders. His most recent book is The Farm Debt Crisis of the 1980s, Iowa State University Press, October, 1990.
